Edits - Added the "better" method > Avery Design and Print
A very simple method using Word:
Open a new (blank) Word document
In Layout, select your margins - most printers will tolerate a "Narrow" margin (1/2 inch).
In Insert, Click to insert a picture.
Select your image / photo and "insert" it into the document.
Adjust the size if you like, Right-Click on the photo > Size and Position
Click on the Photo (if it is not already / still active)
Use the little "handle" on the active photo to swing it around upside down.
Give the document a name and save it.
Print the document.
The following example was put together on the fly - forgive any mistakes or confusing bits.

Use the Avery Design and Print software:
Avery Design and Print (Download for Desktop)
Select a "card" template that mimics what you want: single fold / quarter fold, etc.
Create the card and print it.
