HP 3720 paper jams on head cleaner rubber

Our HP 3720 has paper jams first page nearly every time. The rubber pad that cleans the head is remaining stuck up in the paper path instead of retracting down out of the way. It is offset to the left of the printer and so causes the paper to hit it and skew and then jam. Once cleared the following pages work fine. 

I used to work for Xerox as a technician for sixteen years, so I have experience in fixing these types of printers. If there is indeed a fix.

In the Print & Scan or Printers & Scanners window, select your printer, and then click Options & Supplies. Click Utility, and then click Open Printer Utility. HP Utility opens. Click Clean Printheads, and then click Clean.
