Purchased 2 of the HP OfficeJet 3830 All in One printers for my kids in college. Printer is wireless and network capable. One kid's school allows the use of a wireless printer in his dorm, but my question is, can we give him the option to do both with this printer? Can we connect the USB cable to the printer and allow him to connect it to his laptop if the wireless signal is weak or down, yet still allow him to be able to print wirelessly from his phone or laptop without having to take the cable out of the printer?

That printer does not have Ethernet, to you are allowed USB and Wireless together. However, almost all schools use Enterprise Authentication and home printer do not support this and will not connect for the reason below.
You never want to connect your printer to an open public network anyway as everyone will find it and print out gobs of color pictures to waste your ink and paper.
Also if the printer supports Wireless Direct you can use that also.
