HP Desk Jet 2640 won't turn on and has 3 error lights

HP Desk Jet 2640 will not turn on when pushing the power button. The yellow lights are on and not blinking for the E5 light, resume button, and information button when the printer is plugged into the outlet. Diagnose and fix and print and scan doctor will not recognize the printer since it won't turn on. I tried to unplug the battery and then reconnect it which did not work.
