HP Deskjet 5650 connected via USB. When printing test page (or any print job):
- Power light begins blinking (sending data?)
- Paper is picked up for printing.
- Ink carriage moves to center then realigns to right (default) position.
- Printer does nothing and Power light continues to blink for a while (over 30 seconds).
- Printer queue shows an Out of Paper error.
- Cancelling print job or resetting the printer causes the picked up paper to feed out without any issue.

Let's try a power reset on the printer
Reset the product
- With the printer turned on, disconnect the power cord from the rear of the printer.
- Unplug the power cord from the wall outlet.
- Wait at least 60 seconds.
- Plug the power cord back into the wall outlet.
- Reconnect the power cord to the printer.
- Turn the printer on. HP recommends plugging the printer directly into a wall outlet.
Also, try updating the printer's firmware - HP Printers - Updating or Upgrading Printer Firmware

Thank you for your time. Unfortunately your answer wasn't helpful.
The easily google-able steps to reset the printer obviously didn't help, and I had tried that several times before reaching out to the community and yourself with my question (as to not waste anyone's time).
There doesn't appear to be any available firmware updates/upgrades for the HP Deskjet 5650, and I have already confirmed the drivers are completely up to date.
Considering the printer's age I'm just going to assume some microchip, censor, or other electronic component is in need of replacement, which I'm sure is unavailable and not cost effective. Therefore the printer is dead, and I will shop for a suitable replacement.
