I have a newish HP Pavilion laptop that runs Windows 10, so it's a USB 3.0. I recently bought an older HP printer, a Deskjet D2660, which runs a 2.0 USB driver.
Every time I try to print something, it just pulls in a blank page and slowly sends it back out (as though it's taking time to get ink on the page, but it's not). Ink levels are good, and I've installed the printer driver. I've tried steps incase it's a USB 2.0-3.0 compatibility issue but I don't know if that's the problem, and I can't seem to resolve it if it is. I tried opening Device manager and uninstalling USB 3.0 root hub (as HP suggested on their site) but then my ports didn't work at all, and USB 3.0 just reinstalled on startup.
How do I get my printer working? Thanks!

It's recommended that you connect the printer to USB 2.0 port if available.
What happens when you connect the printer to the USB 3.0 does it get detected on your computer?
If the printer is getting detected on the computer, then I would suggest you try to run HP Print and Scan Doctor.
