I inherited a HP ENVY 7645 Printer that came with the original cartridges. When I try to print, I keep getting this error message: Install new ink cartridges. When I looked at the cartridges, I did not see any electrical contacts on them like my previous cartridges that had a wide strip on them. See attached photos of both cartridges.

The electronic chip from the ink cartridges is missing without which it will not work. The ink cartridge has been damaged.
Are these ink cartridges brand new opened from a box or was it used before?
If new, you may take it to the store where you bought it from for replacement.
If used, you need to replace them.

Yes, you can just use one cartridge to print or copy from the printer.
To print in single-cartridge mode, remove one of the ink cartridges, and then continue to print as usual.
The printer control panel or computer screen might display a message to install the missing cartridge. To clear the message and continue with the print job, click or press OK.
Using only black ink prints in grayscale. Using only tricolor ink prints color normally and black prints lighter than usual.
