As I understand, you're getting an error message while using set up cartridges in your printer.
No worries, as I'll be glad to help you, that said, I'll need a few more details to dissect your concern & provide an accurate solution:
Have you tried regular ink cartridges?
Step 1: Make sure the ink cartridges are compatible
Step 2: Make sure the ink cartridges are correctly installed
Step 3: Clean the electrical contacts
Step 4: Reset the printer
Step 5: Clean the ink cartridge contacts again

This information did not solve the issue.
As a reminder, I have been gifted a new printer. It was never setup but I was not given the setup cartridges. As such, I am unable to proceed beyond the initial setup screen. I’m hoping there is some method to work around the issue.

Please reach out to HP Support in your region regarding your printer for the setup Cartridges.
The other option is bypassing putting new Cartridges doing a hard reset on the printer,

If you are having trouble getting your cartridge to read properly or are having connectivity issues with your printer, sometimes a hard reset will resolve the problem. To do this, power down the printer and then unplug the power cord from the wall. Wait for a minute, then plug the printer back in and power it back up .
