HI My elderly neighbour has asked if I can help repair his aging HP printer. He was halfway through printing a job and this error appeared on the printers  screen 0X830002B. I now have it attached to my Windows 11 PC but am having trouble clearing this error.  I have tried the normal remedial actions: unplugging power off etc with no luck. I have also tried several combinations of key presses whilst the printer boots. Loading in the HP printer drivers and software doesn't help as the printer is not detected. Can anyone suggest a way of repairing this printer.

It's ok chaps, I've given up with the printer and scrapped it. You can close this case now. Thanks for your help anyway.

Just for added information: I found a hidden menu where the printer can be reset but that didn't work. In the same menu there is an option to do a firmware flash but if the HP software cannot find the printer how can it do a flash?.  Whilst in the flash menu there is an entry appears in the computer device manager under USB devices which is named HP flash so the computer can detect the presence of the printer but I need some kind of basic utility with instructions on how to perform a firmware flash of the printer. Any help will be appreciated.

I understand your HP ENVY 4520 is showing 0X83C0002B error and the printer is not being detected properly on your Windows 11 PC. Let’s go through a few steps to try and resolve this.

Power cycle the printer fully

Turn off the printer and unplug it from power for 5–10 minutes.

Plug it back in and turn it on, letting it fully initialize before connecting to the PC.

Check USB connection

Use a different USB cable and port directly on the PC (avoid hubs).

This ensures stable communication for firmware or driver detection.

Use Device Manager to recognize the printer

Open Device Manager → Universal Serial Bus controllers / USB devices.

Look for HP Flash or any unrecognized device.

Right-click → Update driver → Browse my computer → Let me pick → choose HP driver if available.

Attempt a basic reset from hidden menu

If the printer has a hidden menu or service menu, select Reset All Settings or Factory Reset.

This can clear corrupted settings causing error 0X83C0002B.

Firmware flash via HP Smart or HP Print and Scan Doctor

Download HP Smart from Microsoft Store or HP Print and Scan Doctor.

Connect the printer via USB when it is in flash mode.

The utility should detect the printer as “HP Flash” and allow firmware update.

Follow the on-screen instructions carefully; do not unplug during the process.

Check for blocked ports or firewall

Some Windows 11 security settings can block the flash utility.

Temporarily disable firewall or antivirus during the firmware process.

If firmware flash fails

Reattempt with another PC, ideally Windows 10, as some older HP flash utilities work better on legacy OS.

This sometimes allows detection where Windows 11 may have compatibility issues.

Thank you for your useful instructions. I have installed windows 10 on a second PC to try all of your suggestions but I have been unsuccessful in flashing this printer. I feel that I am so close, HP print and scan doctor detects the printer and list it as as reflash USB but not installed. I have manually installed the printer driver from the original CD that came with the printer and this is also listed in scan doctor as HP Envoy 4520 series and is installed as can be seen by the screen grab attached but it will not detect the printer. Do you have any more suggestions? Scan doctor grab.jpg
