HP OfficeJet 4630 Paper Jam Error

While trying to set up my printer, it continues to say “paper jam. To remove the jammed paper, lifted the ink cartridge...”

But there has never been a paper jam and there is nothing stuck that I can see. I have restarted the printer time and time again, I have used compressed air throughout the whole paper tray, rolled the rollers, put a piece of paper in it and pulled it all the way threw, and still see nothing. 

I don’t know what else to try.
