Since last firmware update will only recognize previously installed ink cartridges, tried 2 new Cyan cartridges and both get same notification to re-install correctly.

Welcome to the HP Support Community. I'd be happy to assist you with the  "ink cartridge error".

 

Try the below steps to resolve the error -

 

Reset the printer

 

Reset the printer to recover from printer failures.

  1. With the printer turned on, disconnect the power cord from the printer.

  2. Unplug the power cord from the power source.

  3. Wait 60 seconds.

  4. Reconnect the power cord to a wall outlet and to the printer.

    NOTE: 

    HP recommends plugging the printer directly into a wall outlet.

Clean the cartridge contacts

Remove the cartridge indicated by the error message, clean the electrical contacts, and then reinsert the cartridge in its color-coded slot.

  1. Turn the printer on.

  2. Open the door to access to the cartridges.

  3. Wait until the carriage stops moving before you continue.

  4. Push in on the front of the cartridge indicated in the error message, and then remove it.

  5. Wipe the electrical contact on the cartridge with a lint-free cloth.

  6. Insert the cartridge into its color-coded slot until it snaps into place.

  7. Repeat these steps for any other cartridges indicated in the error message.

  8. Close the cartridge access door.

Are you using third-party cartridges? There was a recent firmware update. Among other things, it rendered my third-party cartridges unusable on my OfficeJetPro 6978. This same issue happened in 2016 (HP was forced to acknowledge and  a fix was mandated). Happened in Germany in 2018. And here we are again. The HP rep I spoke with claimed "ignorance" of any such issue. I have sent a complaint to the FTC and will begin papering social media.

The solution does not work, once the error message appears you are out of luck and will have to pay through the nose for cartridges from HP re-used (HP) Cartridges are not recognized by the printer.

They were originally HP ones that had been re-used by Remandom and SAM's Club (Member's Mark). It appears that HP just want to increase waste as it is cheaper to throw away the printer after the initial cartridges run out and then get a new printer.
