I've purchased an HP OfficeJet Pro 8720 a number of months ago; and I'm trying to enroll in the HP Instant Ink programme.
the print has enabled the webservices and printed to long code (string) however enrolling on the site claims 'This printer is NOT eligible for HP Instant Ink' ? yet everything I read claims it is compatable? I have noticed that the printer web page - webservice tab is showing HP Instant Ink as disabled ?
Has anyone else seen this? or knowns how I can enroll this printer?

I understand you have issues enrolling in the instant ink program.
Don't worry I'll try my best to help you out.
Did you make any changes to your printer?
Are you using regular ink cartridges or the instant ink cartridges on your printer?
Have you tried checking with a different ink cartridge?

I understand your concern and situation you are into. But not to worry I'll try my best to help you out.
Go to hpinstantink.com/signin (the HP Connected website) to sign in to your HP Instant Ink account, if you are not signed in already.
On your HP Instant Ink account page, review the following HP Instant Ink account information.
Print History: View the date and number of pages printed, and download invoices from completed billing cycles.
Account History: View detailed information about HP Instant Ink shipments, including the shipment date, shipment tracking numbers, and any additional charges. Also find enrollment and cancellation dates, promotional and referral discounts, and all historical transactions for your account.

Try disabling and enabling the web services on your printer to solve the issue.
And here's the step by step guide for you listed below:
Disable Web Services:
1. On your printer control panel, touch or press the HP ePrint icon or button, and then touch or press Settings.
If your printer control panel does not have an icon or button, navigate to Web Services Setup, Network Setup, or Wireless Settings to open the Web Services menu, depending on your printer model.
2. Select Turn Off, Disable, or Remove, depending on your printer model.
3. Follow the on-screen instructions to turn off Web Services.
If the issue still persists try restoring the network settings to default and connect the printer back to the network using wireless setup wizard.
1. From the printer control panel, touch or swipe down the tab at the top of the screen to open the
Dashboard, and then touch ( Setup ).
2. Touch Network Setup.
3. Touch Restore Network Settings.
A message appears stating that the network defaults will be restored.
4. Touch Yes.
5. Print the network configuration page and verify that the network settings have been reset
