I've been having many issues getting my HP Officejet 100 Mobile Printer to work since I bought it in 2016. At first I had issues with setting it up, and have not been able to get HP Smart to find my printer. Found a way to download the driver software (https://support.apple.com/kb/DL1888?locale=en_US) and my computer was able to recognize the printer in system settings. However, the bluetooth feature still does not work correctly for me, only recognizes my printer if I connect it to computer. Now, the issue is that when I go to print, there is a message to load paper or that it's out of paper. I've tried the troubleshooting here but still no luck... https://support.hp.com/us-en/document/c02642066
Please help me find a way to get this printer to work on my Mac OS Ventura Version 13.6.3.

Excellent description and a great diagnosis. It is greatly appreciated.
Since you have performed all the steps, the printers need to be checked for hardware and replaced.
