During the installation process, I get the error message "the device was not able to connect successfully over the USB cable". Despite the error, I am able to see my HP Officejet 4650 listed under Control Panel -> Devices and Printers, as well as under the printer category in Device manager.
When I right click on the HP Officejet 4650 instance on Devices and Printers and select Scan, the scan completes all right. However, when I try to print a document, the HP Officejet printer is not available on the selection list.
On Device Manager, HP Officejet 4650 is listed under "Printer". When I right clicked->Update driver, I get the downloading message, and then it says that a driver is available but it can not be updated.
I already tried uninstalling and reinstalling a few times, nothing seems to work. Any suggestion would be much appreciated. I am using Windows 10, acer laptop. Thank you.

Welcome to HP support community.
Download and run HP Print and Scan doctor.

Download HP Print and Scan Doctor.

Run HPPSdr.exe from the download location on your computer.
-
Once HP Print and Scan Doctor opens, click Start, and then select your printer.
-
If your printer in not in the list, turn it off and on, and then click Retry.

If there is a connection problem, follow the instructions in HP Print and Scan Doctor.

If a screen prompts you to turn on printer updates, click Yes.

If a screen prompts you to make your printer the default printer, click Yes.

Try to print.
Update the printer firmware
Refer this HP document for the steps to update the printer firmware:- Click here
Perform root level uninstalltion to remove all the printer related software's.
- In Windows, search for and open Programs and Features.
- Select your HP printer.
- Select Uninstall.
- In Windows, search for and open Devices and Printers.
- In the Devices and Printers window look for your HP Printer. If you see it listed, right-click on it and choose "Delete" or "Remove Device.”
- Open up the run command with the "Windows Key + R" key combo.
- Type printui.exe /s and click OK.
- Click on Drivers tab.
- Look for HP Printer driver. If you see it click on it and click Remove at the bottom.
- Select OK.
- Remove all instances of the same.
- Select Apply and OK on the Print Server Properties windows.
- Close Devices and Printers.
- Restart the PC again.

Thanks. I ran the HP Scan and Print doctor and selected yes to set the printer as default printer (in step 2), then nothing happened (I waited for 20-30 mins). I tried clicking no (to set printer as default printer), and it proceeded, and said that some driver files are missing. So I clicked "uninstall", and it told me that the uninstall wasn't available. I opened Control Panel -> Uninstall Programs, no HP item's listed.
Then I followed your instructions to do a root level uninstallation, rebooted my PC, and installed the driver again, and waited until the prompt to connect my printer via USB, but got the device connection unsuccessful screen. Any suggestion?

This might require remote access of your computer to fix this issue.
I request you to talk to HP support.
They might have multiple options to help you with this.
1) Click on this link - www.hp.com/contacthp/
2) Click on "Continue as guest".
3) Enter the serial of your device.
4) Select the country from the drop-down.
5) Click on "Show Options".
Fill the web-form. A case number and phone number will now populate for you.
