Hello
So recently I was setting up the HP Photosmart C3180 printer but when I tried to test it out, only blank pages came out. Not even scans were able to print out.
I saw on another post that if the black ink was empty that it wouldn't print and after taking a look at the cartridge and swiping my thumb on it, there was no ink to be found. The colored cartridge had a bit of red ink on it while the black had no ink. The problem with this is that I just opened the packaging for the ink and just removed the seal. Plus the HP Solution Center application shows that both cartridges are full. Please help.

Welcome to the HP Forum! This is a wonderful location to converse with the community, get assistance and find tips.
I understand that you are having difficulties while printing from your computer. To assist you with this issue, I need to know whether the printer can make a "Photocopy" or not.
Place a document face down on the scanner glass and press the copy option on the printer control panel. Let me know if it makes a good copy or not.
If the copy comes out fine, then try using the HP Print and Scan Doctor (PSDR). PSDR is an automated tool which can diagnose and resolve printing and scanning problems. Please go to http://hp.care/2bZ9w2q to download and run HP PSDR. Once you open the program, select your printer and click on “Fix Printing” to automatically diagnose and fix the issue.

Make sure you clean the cartridges as explained in the document.

I have tried cleaning it on all levels and it is still printing blanks. I went up to prime and cleaned it on prime twice. I am noticing that the ink levels are going down even though I still am yet to see this printer actually use the ink.

Thanks for the update & I certainly do appreciate your efforts!
I am afraid that's all I have got. It looks like an issue with the printer cartridge or with the printer itself. That is the reason the printer is not even making a copy.
I would suggest using an alternate cartridge to check the functionality. If the issue persist, then its advisable to contact the HP Phone support for further assistance or a possible upgrade.
You can visit http://www.support.hp.com/contact-hp and fill in your product details to get the tech support number.
(1) Once the support page opens please select the country in which you're located. Next, enter your HP model number on the right.
(2) Next, choose the 'Contact Support' tab at the top and scroll down to the bottom of the 'HP Support- Contact' page to fill out the form provided with your contact information.
(3) Once completed click the 'Show Options' icon on the bottom right.
(4) Lastly, scroll down to the bottom of the page and select 'Get phone number.' A case number and phone number will now populate for you.
