Website and download seems OK on "my side" - Means little, but I am in the same country, at least.
Try clearing Cache / Cookies.
Check that Windows Updates is not "Pending a Restart" - if needed, Restart the computer.
Try Restarting computer and router.
Check the the browser version is current.
