Printing photos 4x6 are off centre and not filling the 4x6 frame. There appear to be no options to correct for this issue. what can I do?

Welcome to the HP Community --

This result is a hardware limitation in this kind of printer.

DeskJet printers in this model series, do NOT support Borderless printing.

and

At this writing, DeskJet printers require a larger margin along the bottom edge -- 12.7mm (1/2 inch)

Borderless PrintingNo
Print Margin Bottom (A4)12.7 mm
Print Margin Left (A4)3 mm
Print Margin Right (A4)3 mm
Print Margin Top (A4)3 mm

There might not be a true solution other than using a printer that does not include this odd margin restriction on the one side.

For example,

  • Envy and OfficeJet printers generally support 3mm margins on every edge.
  • Envy and OfficeJet printers generally support Borderless -- The Borderless feature might be limited to certain file types,  paper sizes, and / or paper types.

As a workaround, print your 4x6 inch photo(s) on larger paper and then trim the unwanted edges from the print.

True - Not what you want.

Depending on your print software, you might be able to center the print as long as the print program lets you set all margins to no less than 12.7mm  (1/2 inch).  You will still need paper larger than 4x6 to print a 4x6 inch photo that is near to actual size.
