Help. Does anyone here know the process on HP Warranty Claim and Service. ??

I just bought a new printer, unfortunately the printer has some factory defects when i tried to test it  (Printhead, Paper Gear, and PCB according to the third party HP Service Center). when i sent it to the Service center provided by HP what they did was replaced the said part with an old one, (printed pages up to 1,400 ; scanned pages up 275), So may i just know if it is normal for HP to replaced part with an OLD/USED one once it deemed defective?

by the way, my unit is fresh from the box  so i'm  a bit disappointed by how the  HP Service center did.
