HP Smart Tank 7301 All-in-One

Good Morning,  When we bought this printer, we had a "practicing tech" install it.  From the moment he set it up, I was having issues.  Messagees said I was offline.  So he installed a direct line to our internet.  However, that did not solve my issues.  Every day I attempt to print or scan and my printer does not work.  It starts flashing lights and I have to turn off my computer, unplug the printer and start all over again.  Eventually, after a few unplugs, it will start to work.  

I had reached out to HP earlier this year and they said that the tech never hooked up the correct driver???  So the Hp assistant did that.  But that only helped for a few days, then the problem started again.  

Any ideas?   Suggestions?   Should it become a boat anchor?? It's only 1 year old.  Thank you in advance for any advice
