I stopped HP instant ink as it wasn't cost effective and I've been using it for years paying monthly, now I've stopped they have blocked my printer even though I've paid for the cartridges, 

This is an illegal act on behalf of HP according to my solicitor and either they have to refund me at least a years worth of payment or unblock my printer,

Have you replaced the cartridges supplied under instant ink with new retail cartridges? Under the Instant ink program you are not purchasing cartridges, you are purchasing a block of prints, which HP supplies cartridges for. If you have purchased new cartridges and are having problems, that is a different issue. Please clarify. Think more in terms of a phone plan, if you stop paying for your cellphone plan, you cannot keep making calls, even though you have a working phone.
