My printer started printing black horizontal lines about 1" apart on every sheet. I ran the diagnostics and the black lines still print. I switched around the cartridges and the black lines still appear. I am showing in the status window that I have alot of black toner and the other colors are 1/4 full.

If this is an original HP cartridge and the supplies status page shows a reasonable amount of toner left then you should be able to contact HP about warranty on the supply. Cartridges do fail occasionally and this can. happen at any level of toner
https://www8.hp.com/ca/en/support-drivers/total-care/out-of-warranty.html. Call the toll free number listed near the bottom of the page that says "for HP Product questions"

Hi, but why would the same black lines print on every page the same distance after I ran a print quality troubleshooting procedure? I even switched the black and the cyan and the black lines still printed? Wouldn't that be another issue? I called HP and they weren't any help just told me my printer is becoming obsolete.

No cleaning cycle or swapping is going to fix a defective cartridge. If the defect still appears after swapping the black and cyan that tells you that the problem is the cartridge. Even with low use failures sometimes happen.
