My HP OfficeJet 3831 will not print - the on/off light blinks and the screen is stuck on the HP logo.  I have unplugged it for 60 seconds plus and plugged it back in, but it is still not working.

Welcome to the HP Support Community.

 

Try connecting the Printer to a different wall outlet directly.

 

Also, try a firmware update: https://support.hp.com/in-en/document/c02919168

It is still not right.  Changing the socket did not help.  However with trial and error I have worked out that it will sometimes turn on if I hold down the on/off button whilst I plug it back in.  After about three attempts at this the screen unstuck itself and worked again.  I did the firmware update, but it said my printer was already up to date.   

If it keeps doing this, it will definitely end up in the bin!

I recommend you to contact the HP Support Team regarding this as this could be a hardware issue.
