I read on another page, which is now locked -- https://h30434.www3.hp.com/t5/Inkjet-Printing/Can-Officejet-4650-be-made-to-accept-3rd-party-cartrid... -- that there is "firmware" to download and a link is provided.  But that page or link does not work any longer:  Is there a way to make my HP 4650 inkjet accept third party cartridges?

Short Answer

No, you cannot make a printer accept printer cartridges, regardless of brand (or "no" brand).

 

Assuming the printer is not preventing the use of non-HP cartridges (see "Longer Answer" below), then there is a different (unknown) reason for the printer rejecting the ink cartridges.  

 

Longer Answer

There is no evidence (that I can find) that HP is preventing you from using what you like.

The printer may not "like" the refilled cartridges for other reasons. 

 

For example - It is possible:

One or more of the cartridges might be damaged, the cartridge might be of inferior design or manufacture, the refilled ink may be incompatible with the ink system in the printer.

 

 

Nothing has changed since you first asked this question in September of 2018.

 

That is, the firmware update for your printer is, at this writing, the same version as you would have installed in September 2018 (or even previous to that if you tend to keep the printer updated).

The "firmware update to allow non-HP cartridges" generally applies to those printers listed in the document (link below).

Your model is not included in either category.

Regardless of the printer list in the document:

If there is an applicable firmware update for your printer, that is, a firmware update having to do with "refilled" or non-HP cartridges, that update would appear in your printer's Software and Drivers Website Support page (in category Firmware).   The description of the update would likely mention "dynamic security" or use other wording to indicate the update affects the ink system.
