I have seen different answers to this question, but havent found a solution yet, so my apologies if I missed something.
I need to print actual size, as I do a lot of leather work and therefore needs to prints design patterns. Luckely enough I have a test page on each of my patterns, giving me a possibility to check the right print size. I have yet to find somewhere that gives me the option of "actual size". A few pointers:
1) For some reason it keeps starting up with "letter" as the default papersize, even though I put in A4
2) I cannot check the "no border" option without changing the paper type from ordinary to a "mat finish type"
3) I have tried to use both Chrome and the "hp Smart app"instead (giving me more options but not the "actual size" one)
What have I missed?

Welcome to HP support community.
You can create a custom size and print.

Load the custom-size paper into the paper input tray.

Open the item you want to print.

Click File, and then click Print.

In the Print window, click Preferences, Properties, or Printer Properties.

Click the Paper/Quality tab, and then click Custom.
NOTE:
If you do not see a Custom button on the Paper/Quality tab of the printer properties window, skip to the section to Create custom paper sizes from Devices and Printers.

In the Custom Paper Size window, click New.

Type a name for your custom paper size, adjust the width and height to your preference, and then click OK.
NOTE:
To change the dimensions to metric, click Millimeters.
Your custom paper size is now saved. You can select this custom paper size in the future and edit it if needed.

Click OK, click the Paper Size drop-down menu, and then scroll down and select your custom paper size.

Make any other preference changes if necessary, and then click OK.

Click OK or Print to print the document.

Unfortuantly custom sized paper is not the problem. What I need is the "actual size" printing option ( no scaling) as I print patterns for leather projects. This option is not available. The patterns I use comes with a test page where I can measure the deviation from actual size and the closest I have come is about 4 millimeters off on a 5cm measurement..My old printer had this option, but for some reason this one doesn't. It keeps on printing a small border around my pages.
Hope this helps explain my problem better

Use HP Photo creation to print in Actual size on a A4 sheet.
HP Photo Creations is a free download at www.hp.com/go/hppc.

No. that didn't work either.
- It will only print pictures - no PDF's (and my files are usually like 20 pages)
Besides:
HP is retiring the HP Photo Creations program on November 30, 2019. The software will no longer run after that date.
(and the program must be run compatibility mode on win10)
I am very much on my way to dump my new HP printer and go back to my stable Canon, that did this without any problems at all. 😕

In this case, you would need an imposition program or at least Illustrator or Indesign to place your pages.
In Illustrator/Indesign you create a page of the size you want and you place your PDF pages like graphics on that page. You then export (Indesign) or save (Illustrator) as a new PDF.
If you have only Acrobat, you would need to calculate your page size to fit your data so that your data is not scaled (as fit to available size is default). You then need to print that custom size sheet...
Your possibilities to adjust your data are quite limited.
