Hp Deskjet 2700e all lights flashing

Hi, 

I get these flashing lights every time I turn my printer on.  Can someone help me understand why this is no longer working?

I have since replaced the ink cartridges and paper tray.  No apparent jams or blockages.

I have tried all of these steps.  Is my printer under warranty?  is it possible to get a replacement?
