@Richo11, Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.

Since your HP DeskJet 2823e is showing an orange flashing light and not printing, here’s a step-by-step checklist to help troubleshoot the issue, especially given you're on macOS 10.12 Sierra:

On HP DeskJet 2800e series, a blinking orange light (usually on the Attention or Information button) often means:

  • Cartridge issue (missing, incompatible, or not recognized)
  • Paper jam or out-of-paper condition
  • Network connection issue
  • Printer setup not completed (especially for e-series models requiring HP Smart setup)

Step-by-Step Troubleshooting

Check Cartridge Status

Even though you installed new HP 67XL cartridges:

  • Remove and reinstall both cartridges:
  1. Turn on the printer.
  2. Open the ink access door.
  3. Gently remove the cartridges, check for any orange tape or packaging still attached.
  4. Reinsert firmly until they click.
  • Make sure they are genuine HP ink.

Check for Setup Requirement (HP+ Activation)

If this is a new printer and HP+ is enabled:

You must complete the setup using the HP Smart app.

Solution:

  • Try using an iPhone or iPad to complete the setup via the HP Smart app.
  • Download HP Smart from the App Store.
  • Connect your device to the same Wi-Fi network.
  • Open HP Smart and add your printer.
  • Complete the initial setup and HP+ activation.

Paper Check

  • Make sure paper is correctly loaded in the tray.
  • Check for any stuck or jammed paper inside the printer.

Factory Reset (if setup failed or stalled)

If setup via HP Smart stalled:

  • With the printer on, press and hold the Cancel (X) + Wireless buttons together for about 5 seconds.
  • This will reset network settings.
  • After reset, try restarting the setup process via HP Smart on your mobile.

Firmware Update

  • Once setup is complete, it’s a good idea to update the firmware using HP Smart or from the HP website.

I hope this helps.

Take care and have a good day.
