gently used. Mom gave it back when she went to nursing home. cleaned cartridges, removed cartridges and put them back in. Test page only has a few light yellow and faded black/gray rectangles across the top.  I want to add to instant ink account if it works and it should. It shows there is ink in both cartridges but could they just be dried up from not using them?

Yes, if you haven't been using your printer for a while ink cartridges get dried, they might be 100% full, but if dried print quality will be poor or there will be no print on paper.
