There is no plastic bags or any kind of seal tapes on this cartridge, only naked ink cartridge in the card box.
You can see it on an official HP video tutorial, the cartridge opening starts at 00:45 of the video

With respect to your question on whether you got a genuine or a counterfeit HP 964XL cartridge, please use this link and validate using the ink or toner security labels or use other validation methods given in the same page. In addition, you will find an option to report online as well.

thank you for your quick reply Prem_M, but unfortunately it doesn't help me. The box is clearly original, my problem is with what's inside. Do the cartridges come like this? No plastic bag, no seal on the cartridge?
