The printer is an HP OfficeJet Pro 8600 all-in-one. FRU Number is: CM749-64001.
The computer is a Dell PC Notebook Running 64bit Windows 10.
I plugged in the printer and connected it with a USB cable.
The notebook autorecognized the printer and loaded the OfficeJet Pro 8600 all-in-one software drivers and placed the printer choice into the printer section in the Control Panel. The printer will not print.
Note: The menu screen on the printer does not activate except to show a question mark in the upper right side of the screen, and if I touch the "?" on the screen, it turns into a 'reverse arrow' on the lower left part of the screen. No other lights or indicators work, and the printer will not print a word document I have sent to it. I get a message from the HP Smart App saying the printer requires attention.

Meanwhile
Run the HP Print and Scan Doctor
HP provides a free tool called HP Print and Scan Doctor to diagnose and resolve printing and scanning problems. Download and run HP Print and Scan Doctor to quickly and automatically perform several troubleshooting tasks known to resolve this issue. When this link is clicked, HP Print and Scan Doctor is downloaded using your Internet browser's download capabilities.
Read and respond to the screens in HP Print and Scan doctor to automatically find and fix any printer problem. After you have finished using HP Print and Scan Doctor, try to print.
Clear the print queue

Search Windows for local services, and then click view local services in the list of results.

In the list of services, find the Print Spooler.
-
Right-click Print Spooler, and then select Stop.
-
After the service has been stopped, close the service window.
-
Search Windows for C:, and then click Windows in the list of results.

Double-click the System32 folder, and then double-click the spool folder.
-
Double-click the PRINTERS folder.
-
Delete all the files in the folder.
-
Try to print.
Reset the printer and the computer
-
Turn the printer on, if it is not already on.
-
Wait until the printer is idle and silent before you continue.
-
With the printer turned on, disconnect the power cord from the rear of the printer.

Unplug the power cord from the wall outlet.
-
Wait at least 60 seconds.
-
Plug the power cord back into the wall outlet.
NOTE:
HP recommends connecting the printer power cord directly to the wall outlet.

Reconnect the power cord to the rear of the printer.
-
Turn on the printer, if it does not automatically turn on.
The printer might go through a warm-up period. The printer lights might flash, and the carriage might move.

Wait until the warm-up period finishes and your printer is idle and silent before you proceed.
