This error is commonly caused by an issue with the DC controller. Many users here have successfully fixed the issue following the instructions and using the file that I have provided at this dropbox location https://www.dropbox.com/sh/bb152avrl4ldbvq/AAAwFzMKOCxgKKrIPDgiL8C2a?dl=0
