I'm trying to print a photograph on to 7 x 5inch paper. The onscreen preview is fine, but the printer crops the picture top, bottom and to the right-hand side, so that (a) it doesn't fill the paper and (b) it doesn't print the full picture. I've tried this twice, and the crops are slightly different each time. Any help gratefully received

Welcome to the HP English Community --
The printer is generally unaware of what it is printing.
Unless there is a glitch in the way the content is being processed, or the printer is out of alignment, the solution(s) perhaps lie with the software and / or applications you are using to print your content.
True - the description sounds somewhat vague --
Having the Operating System / version, the paper type, the app or program you are using, and the size and type of paper, will narrow the suspected reasons for the problem.
We can offer some guidelines -- You can test and try to resolve the issue.
1) If the issue is a new problem, start with making sure the printer is ready to do its best work.
HP OfficeJet 4650 printers - No black ink, wrong colors, other print quality issues
2) If you have not done so AND if you are running an Operating System / version that supports the Full Driver Printer Software (Full Feature Software), consider uninstalling / reinstalling the printer software. Ask if you need help.
3) If the original exact size and shape of the picture does not match the shape of the paper you are using to print the image, many applications and programs will be preset to either crop / force the content shape onto the paper OR the app / program might (with instruction to do so) print the photo at it's original shape.
There is a lot to this seemingly simple statement --
Crop forces the printed image to the edge of the paper and creates even borders. If the shape of the original image does not match the shape of the paper, the "even border" result is created at the cost of some of the original content of that image.
Shrink to Fit retains the content and shape of the original image. If the shape of the original image does not match the shape of the paper, Shrink to Fit can (will) result in uneven borders on one or more sides of the printed image.
HP Smart - Windows - uses the Crop or Shrink to Fit method to force shape the photo to the shape of the paper.
Example - HP Smart - Windows - Print Photo - 4x6 inches - Photo Paper 4x6 inches

What else?
=================================
Example - Third Party Software - Irfanview - Photo Editing / Print Software - Windows
The better your software, the more control you have over the results.
Irfanview provides options to print your photos / images as wanted, including as a selected custom size or as a percentage of the original.
If the "shape of photo does not fit shape of paper", perhaps print the image at original shape using software that print the photo in the size you want (5x7 inch) on larger paper.
General Example - Irfanview - Windows - Custom Print Size
Irfanview_Custom_Print_Size_5
AND
Example - Irfanview - Custom Print Size - Location / Position on larger paper
Print As wanted - Cut printed image from paper.
Note >> Print Size options include settings to let you control how the image is printed and the image size and placement on the paper.

Hello:
Thank you for your reply. I will read it through carefully, but for information:
1. I'm using Windows 10 operating system
2. The printer software is HP Smart (I have to say, I think the name is ironic - it's not smart at all)
3. I am using Koala high gloss 200gsm inkjet paper, 5 x 7 inch (13 x 18cm)
I think I will try and resize the photograph so that it is the same proportions as the paper and try again.
Thanks again

You are welcome.
Most of the previous advice applies, then.
Resizing the photo is a good option, in fact.
HP Smart can be used to Scan > Import your photo file > Edit > Crop the dimensions as you like them.
and / or
The aforementioned Irfanview software can resize / resample your photo(s).
Examples
HP Smart - Scan > Photos > Import Photo - Edit > Crop > Done
HP_Smart_Win_Scan_Edit_Image_Set_5
Irfanview - Resize / Resample Photo to Size
Irfanview_Print_Image_Resize_Resample_5

OK, so I cropped the photograph to 2544 x 3554mm - ie, within .04mm of the exact size of the paper/the size defined on the 'Smart' [pause for laughter] softeare. The result was exactly the same as the previous attempt - same random margins, same random cropping.
Utterly stupid.

Perhaps use other than HP Smart.
As you have discovered, the Crop / Shrink to Fit method used by HP Smart is perhaps just not the right tool for the job.
What else?
Determined to use the app in spite of its inability to do what you want?
Perhaps...
- Print the photo using HP Smart on larger paper.
HP_Smart_Win_Simple_Photo_Print_Letter_4x6_3
AND
- Use the "Shrink to Fit" option to force the entire photo to be printed on that larger paper.
- Cut the printed photo from the larger paper using a decent paper trimming tool.
OR
Willing to use anything else?
Examples
- Try printing using Irfanview - watch the options
- Try printing using any other Photo Editing software that you have - watch the options
- Try printing using another "App" (be prepared for any "hate this" results) -- For example, try Print Pictures
Example - Print Pictures (Windows) One or more photos (same or different) on one or more sheets of paper
Print_Pictures_Multiple-Photos-on-One-Sheet-of-Paper_4
Idea >> Test on plain paper, perhaps in black / white to reduce ink use.

Thanks. Even before you suggested it, I printed the photograph in the middle of a sheet of A4 photo paper, and it printed to size perfectly. it's a pity that HP Smart doesn't come with a health warning.
But thanks for your explanations.

You are welcome.
True - HP Smart does not do everything nor is it intended to take the place of more intelligent photo editing and print software.
Should the app warn users of the limitations?
Perhaps, yes.
That said, and in my experience, reporting on what an app or software cannot do -- or cannot do well -- is often left up to those who use and discover the extent to which an application is useful in a given context.
That comment is not meant to dissuade you from your opinion -- it's merely my own view.
At least you can have the photo printed to the size you want -- a solution even if not the easy one you desired.
