Microsoft Windows 8.1 (64-bit)

HP Deskjet D1530 has full ink and no paper jams, has been shut down and turned off to sit for a few minutes, but has a light blinking and won't shut off after troubleshooting the offline issue and repairing that to ready status or restarting.
