I have a PC running Windows 10. When I try to print an email, web page or any document, the images show up as icons on the print preview and the printed page. Printing was fine until I switched the printer and my computer to my new modem.

I see that you have issues with printing from the computer after you changed the modem, let us try to isolate and resolve the issue.
Are you able to make photocopies of images on the printer? If yes, follow the steps below-
Ensure you have the right settings. Refer to the document HP Printers - Print Driver Settings Guide (Windows) for help.
Use HP Print and Scan Doctor
Download HP Print and Scan Doctor and run the program. It will automatically diagnose and fix any printing issues.

Update the printer firmware
Download available firmware updates from the HP website
With the printer on and connected to the computer, go to HP Customer Support - Software and Driver Downloads, and then identify your printer. Look for and install any available firmware updates. Refer to the document HP Printers - Updating or Upgrading Printer Firmware
I recommend you delete the driver and root level and retry, follow the steps below:
1) In Windows, search for and open Programs and features
2) Select your HP Printer
3) Select Uninstall
4) In Windows, search for and open Devices and printers
5) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose ‘Delete’ or ‘Remove Device’
6) Open up the run command with the “Windows key + R” key combo.
7) Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe”
😎 Click on the “Drivers” tab
9) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10) Select Ok
11) Select Apply and Ok on the Print Server Properties windows
12) Close Devices and Printers.
Use this link to download and install the new driver. Configure the printer and try printing.
If the issue persists, try the Windows built-in drivers. Follow the steps below:
• Go to Control Panel - Devices and printers - Click on "Add printer" and follow the on-screen instructions.
• When the page prompts for the drivers, select "Windows update". The driver list will be updated.
• Click HP, Hewlett Packard, or Hewlett-Packard in the Manufacturer pane, and then click the name of your printer in the Printers pane.

I followed all the steps and my printer will now print images from jpeg, pdf, word docs with pics, and web pages. It still will not print images from outlook email. The images appear as icons in the print preview and that's how they print.

Are you trying to print the attached images? If yes, follow the steps below-
To print an attachment from an open message or the Reading Pane, do the following:
-
Click the attachment icon below the message header, and then click Attachments

In the Actions group, click Quick Print.
To print attachments when you print a message, first ensure that the Print attached files option is selected. After this setting is turned on, it remains on until you turn it off.

In the message list, click the message that has attachments that you want to print.

Click the File tab.

Click Print.

Under Printer, click Print Options.

In the Print dialog box, under Print Options, select the Print attached files checkbox.
Note: Attachments print only to the default printer. For example, if printer A is the default, and you choose to print a message that has an attachment on printer B, the message prints on printer B, but the attachment prints on printer A. If you want to send the attachment to a specific printer, double-click the attachment to open it, and then in the program that opens the attachment, uses the print command.
Also, try downloading the picture separately and print.
