I have an error 59.00.30 at startup, no motor rotation. Also need access code for M611dn

For a laser-printer, there is a drum that picks-up electrostatic charge as it slowly spins. The "toner" sticks to the charged spots on the drum, and the toner is then melted into the paper, to print a page.

If there is no rotation, the motor that turns the drum has failed.

 

It's unlikely that you can find a computer technician who can repair such a printer, and it will cost too much to be feasible. Welcome to the world of "disposable" hardware. Responsibly recycle it, at some "end-of-life" location for consumer electronics, and purchase a replacement. I prefer printers made by BROTHER -- very reliable, in my experience.
