Welcome to the HP User Community.
I have a 2019 HP OfficeJet Pro 9025.
At that time, a new in-box printer came with multitudes of blue tape, bits of cardboard, and various "stretchy" plastic film coverings over - and inside - parts of the printer. It makes sense that the packaging has changed since that time - but it might be worth rechecking.
Tray 2 is perhaps suffering from a left over piece of shipping cardboard lodged in behind (or possibly under) the tray.
