I know several people with HP 9020/9025 printers have issues with the printer not printing properly on Photo paper.  I too have that problem and nothing HP has suggested works.  You can print the picture just fine on plain paper but if you try Photo paper you only get a partial picture.   Seems we have all tried everything suggested by HP and nothing works.  Certainly HP wants to blame user but as others have stated, it seems to be a problem with this particular printer.  Has anyone found the solution to this problem yet?   Printer is less than a year old but seems I may have to go buy another printer and it certainly won't be an HP.

Have to checked the firmware, latest is 001.2010A.

Have you tried placing 5 sheets of photo paper in the tray?

Have you tried cleaning the pick rollers?

Yes to all your suggestions along with yes to numerous other suggestions by HP to others with the same issue, and still no resolution to this problem.  Would seem that this printer has issues that HP doesn't seem to want to acknowledge since it doesn't appear anyone has found a resolution to this problem.
