Product: Office jet pro 8025
Operating System: Microsoft Windows 10 (64-bit)

My office jet pro 8025 has lights and screen flashing constantly. Have tried unplugging and plugging back in and this does cure the problem for a few minutes…and then it starts again. Getting a bit bored of constantly having to unplug and plug back in!!

If you have already performed the steps from the document HP printer does not turn on: https://support.hp.com/in-en/document/c04100778 and the issue persists, it could be a hardware failure. 
 

Please reach out to HP Support in your region regarding the service options for your printer. HP Support can be reached by clicking on the following link: www.hp.com/contacthp/
