Product: Officejet 4635
Operating System: Microsoft Windows 10 (64-bit)

Officejet 4635 printer will not turn on but makes a continuous running noise every time I plug it in. The one time the screen did turn on, out of countless attempts of plugging in and unplugging, it said "Error code 0X83C0000A NOS_LOADER_APP". Ink cartridges are tucked in the corner and wont move to the middle, even when I remove that cover that you need to pinch, so I cannot remove the cartridges. I have made sure that the power source is the correct one. No warranty so I'm not sure what else to do.

Try connecting the Printer to a different wall outlet directly.
