I've used both my phone (android OS) and computer (Windows) to try and print 4x6 photo paper.  I've adjusted the size on all devices to be 4x6 (including the printer).  I've also tried printing both over the HP app, and directly over the wifi and no matter what the printer continuously tells me that I am "Out of Paper" it then displays how to load the paper correctly (which it is) yet still nothing happens. 

 

Secondly printing on normal paper it takes about 3 minutes to print a single black and white page of just words, not even a picture just words.   I spent almost 30 minutes printing out a 9 page paper.

Welcome to the HP Support Community. I'd be happy to assist you with the "Out of Paper".

 

Please try these steps - HP OfficeJet 4650 - 'Out of Paper' Error, Printer Does Not Pick Up Paper

 

Also, try updating the printer's firmware - HP Printers - Updating or Upgrading Printer Firmware
