we received this printer from a friend of ours and we purchased brand new HP 5740 ink cartridges. when we installed them VERY carefully, the message that they are relaying is, i still to replace the cartridges. i can't get anywhere with out cartridges. it will not let me do anything. i have tried all the restart and cleaning tips i could find. not sure what the issue would be?

Welcome to the HP Support Community. I'd be happy to assist you with the "Cartridge error" issue.
Try a power reset on the printer-
Reset the printer to recover from printer failures.
-
With the printer turned on, disconnect the power cord from the printer.
-
Unplug the power cord from the power source.
-
Wait 60 seconds.
-
Reconnect the power cord to a wall outlet and to the printer( HP recommends plugging the printer directly into a wall outlet)
Try the suggested in the document-Error Indicates Faulty Ink Cartridge
Also, try updating the printer's firmware - HP Printers - Updating or Upgrading Printer Firmware
The printer was released in 2014.
