7520 black ink nozzle will not print, have done all support steps short of the "clean the printhead in hot water", I would rather buy a new one, is that the best option?

This is a pain in the neck.  I'd pay $20 just to talk to someone at an 800 number and get an answer.

I would recommend soaking the printhead as described in the later steps in the document here.

If the standard troubleshooting did not resolve black not printing I would suggest removing the black cartridge.  Turn it over and examine the area around the ink port.  There are four orange plastic spots, left over from the protective cap.  Make sure these are flush with the cartridge body, if not carefully trim them flush.  If the plastic nubs protrude they can prevent the cartridge from seating properly.

I have also seen cases where leaving the printer overnight after the cleaning cycles allows black to recover.

If the above does not resolve the issue and you are using genuine HP cartridges you could contact HP Support based on the cartridge warranty.

The cartridges do have a warranty, see the document here for information. To get warranty coverage you will need to go to the Contact HP page, then enter the information for your printer.  At this point it will likely say "Manufacturer's warranty has expired"  To the right of this it will say "See details".  Click the "See details" link, which will open another page with more details.  Near the bottom of the text will be a paragraph that says :

HP has checked your product information, including the product and serial numbers, to determine your warranty results.

The legal warranty expiration date is based on the date of purchase, as indicated on your receipt. If you feel these results are incorrect, you may submit a dispute for review. Dispute this

Click on the "Dispute this" link which will ask for some additional contact information.  Fill out the contact information, then in the bottom section select:

Dispute reason

Issue with my Accessories, Supplies and/or Software.

In the comment section indicate that you have a defective supply that is in warranty and you want to discuss options with an agent.
