Good time of the day. I happened to get the C3100 on my hands in quite a used but well-working condition. Then something happened and colors of photo-printing went off. I launched cleaning tool, which didn't help much, then i disassembled the unit, assembled it back and problem seems to fix itself. But now i ran into a scanning issue. Everything worked well before disassembly, but after it scanner began to display the vertical color stripes instead of actual image. I tried several things from this forum like resetting the printer, updating firmware, etc, nothing seems to help. Scanner wiring is in perfect condition, i checked twice. What can it be?

I understand that you are facing scanner issue on your Photosmart C3100 series all-in-one printer.
Did you try to scan a blank page and check what is the result?
I suggest you do a Hard Reset
(1) Turn the printer on, if it is not already on.
(2) Wait until the printer is idle and silent before you continue.
(3) With the printer turned on, disconnect the power cord from the rear of the printer.
(4) Unplug the power cord from the wall outlet.
(5) Wait at least 60 seconds.
(6) Plug the power cord back into the wall outlet.
NOTE: HP recommends connecting the printer power cord directly to the wall outlet.
(7) Reconnect the power cord to the rear of the printer.
(8) Turn on the printer, if it does not automatically turn on.
The printer might go through a warm-up period. The printer lights might flash, and the carriage might move.
Wait until the warm-up period finishes and your printer is idle and silent before you proceed.
If the issue persists, use the HP document and follow the step 2 and 3.

I reviewed your concern and the entire conversation, did some research and here're a few steps that I recommend:
Step 1: Confirm the issue is not printing-related
The steps in this document resolve quality issues when scanning only.
If quality issues occur when printing from the computer, do not continue with these steps. Go to HP Customer Support, type your printer model number if necessary, then search for print quality to find the Fixing Poor Print Quality document for steps to resolve the issue.
If quality issues occur when scanning, continue to the next step.
Step 2: Clean the scanner
Fingerprints, smudges, dust, or debris on the scanner glass, under the scanner lid, or in the document feed slot can cause lines and color bands. Clean these parts with a soft, lint-free cloth sprayed with glass cleaner.
