I turned the printer on started up, when it went to cycle it shut off. Will not restart without unpluging Error message is use power button to turn off

Thanks for reaching out to us on HP Support Forums. I came across your post and would like to assist.
I understand that you have an HP Officejet 4620 e-All-in-One Printer. I read that the printer powers on and then shuts down. While disconnecting the power cable, there is a message to use the power button to power it off.
Did any hardware changes take place recently on the printer (paper jam, carriage jam, ink cartridge replacement, etc.)?
Using the power button on the printer is the best and the safest way to power it off. Therefore the message appears when you disconnect the power cable to turn off the printer.
I recommend you to perform the following steps to isolate the issue and arrive at a fix:
- Disconnect the power cable from the printer while the printer is still ON.
- Disconnect any other cables if connected the printer.
- Press and hold the printer’s power button for 15 seconds.
- The printer should be directly connected to the wall outlet and not to a surge protector.
- Reconnect the power cable to print and the printer should power ON by itself. If the printer doesn’t power ON then please manually power it ON.
Please download and run a firmware update via this link for your printer. The printer needs to be restarted using the power button after the firmware is installed successfully.
