If I understand your question, you are trying to print on label paper, that is, paper with labels or other shapes of "sticky" labels on the sheet.
Everything from here on assumes you have installed the Full Feature Software for your printer.
HP DeskJet 2130 series Full Feature Software and Drivers
After the software is installed, Restart the computer and log in.

If the sticky / label paper is glossy, the printer might be able to print on the paper, though there is no guarantee - glossy label paper is not the same thing as "normal" paper and the results might be other than expected. ?
You do need to use "Ink jet" paper / label paper. If you try to use "Laser" paper, the ink won't stick and may smear, refuse to print, or do something else "unexpected". Paper that is labeled "all printers" may work - or may act more like Laser printer paper and fail (smear, refuse, jam, generally "not work").
Many printers can sense when you say you are using Photo paper but there is something "Not" photo paper in the printer. The sensor may not let you trick the setup.
The printer Specifications indicate that "Index" card paper is supported.
Index card paper is supported to the weight shown:
Cards | Up to 200 g/m2 (110 lb index) | Up to 20 cards |
If your sticky / label paper is within the weight limitations, you can try selecting this Media type.
If your label paper is in a supported size (say "Index Card Letter (8.5x11 in), it will show up in the list for "Index" card paper.
Example - Partial Excerpt
Supported cards
Paper type | Paper size |
Index card | 76 x 127 mm (3.0 x 5.0 in) |
Index card | 101 x 152 mm (4.0 x 6.0 in) |
Index card | 127 x 203 mm (5.0 x 8.0 in) |
Index Card Letter | 216 x 279 mm (8.5 x 11.0 in) |
Japanese postcard | 100.1 x 148.1 mm (3.94 x 5.83 in) |
O**bleep**u Hagaki | 200 x 148 mm (7.8 x 5.8 in) |
If your sticker / label paper is not in the supported size list, you might be able to create a Custom Paper Size form and use that. Most software used to create labels can "see" a custom size form, though there have been reports that some software is stubborn and does not add the custom form to the print dialog "paper size" list. (I do not have a fix for stubborn software.)
