Print queue repeatedly locks up and won't delete the job just printed and thus won't print subsequent things. I have used the Scan Doctor repeatedly to unjam the queue. Is there a permanent solution?

Maybe - it depends on why the jobs keep jamming in the queue.
There is not much to be done from the "queue" side besides the clearing and rebuild that you have likely already completed.
What?
Windows operates and maintains the printer queue.
Normal Operations
New jobs are added to the queue to be printed - and, unless they are set to be saved, Print Service removes the job after the task is completed.
Where is it going sideways?
Not sure, though you might try doing what you can to make sure the printer software is working as it should.
At this writing, the printer software was last released in 2015 - it might still work in the latest versions of Windows 10.
For example,
Uninstall the printer software
Restart the computer and log in
Install the Full Feature Software
Restart the computer and log in
Full Feature Software Installation package - Open page > Download and Save the software installer package
HP Officejet 4630 e-All-in-One Printer series Full Feature Software and Drivers
Uninstall Existing Printer Software (Full Feature Software)
Control Panel > icon view > Programs and Features >
Find / Select > Uninstall the printer software
Restart the computer and log in
If software will not uninstall, appears to be removed and is “still hanging around” after you uninstall / Restart...

OR
Revo Uninstaller (Free version)
then
Restart the computer and log in
Basic Instructions - Install the Full Feature Software / Full Driver printer software
- If using VPN, shut it off to install software
- Download and Save the Full Feature Software installation package or the Easy Start wrapper
- Open File Explorer
- Navigate to the folder in which you saved the installation file (likely Downloads)
- Reminder: If using USB cable between printer and computer, disconnect the cable before installing software.
- Right-Click on the installation package and “Run as Administrator”
- If using Easy Start > When asked, opt for "Full Driver" (exact wording might vary).
- After the software is installed, Restart the computer and log in

What else?
If you are repeatedly trying to print the same content and it keeps "sticking", do try printing something different.
What does this prove? It might help you isolate whether the issue is content as opposed to a queue issue.
For those reading - Queue is stuck..
Print Queue / Print Service Reset
After a print job has been accepted, it is turned over the Windows Print Services for completion.
When a job is "stuck in the queue", it is sometimes due to Print Services having hung, become stuck, or otherwise failing to properly complete the job.
Start Here: Print job stuck in Queue
and / or
First, check that Windows Update does not need to install updates (or Restart)
Settings > Update and Security > Check for Updates
NOTE: If an update is already pending, install that update > Restart the computer and log in
Next…
If the current print job will not cancel or if a previous print job is stuck in the queue,
and
If the issue is due to Print Services being stuck / hung / corrupted, Restart the Print Service

Control Panel > icon view > Administrative Tools > Services
Scroll down, find, Right-Click, and Stop Print Spooler Service
Open File Explorer (formally Windows Explorer)
Navigate to the folder and Delete the files from folder C:\Windows\System32\spool\PRINTERS
