Greetings!
Welcome to the HP Support Community. This is a great place to get support, find answers and tips to your technical queries. I have reviewed your post and I understand, the printer is not powering on.
Appreciate you trying the steps. Don't worry, I'm here to help!
Let's try these steps -
1) Take out the cartridges.
2) Unplug the power cord from the printer & wall.
3) Wait for 30 seconds.
4) Plug the power cord back into the printer and wall, ensure the printer is plugged into the wall & not to a surge protector.
5) Insert the cartridges back into the printer.

If the issue still persists, this would confirm a hardware problem. I have sent you a private message with the details regarding the service options.

Thank you for the reply. Working with HP on the phone it was decided that there was a hardware problem and with the printer being as old as it was, it was trashed and replaced with the HP 5255.

I find it strange that the solution was to trash the printer. Hardware issue. Can you be more specific than that? What specifically needed to be replaced? If for example you have spare parts, is it not possible to change the defective hardware piece out?

It is the power supply that has gone bad and we do not recommend users to replace the same as it is an Internal part in the printer.
Follow the steps in this document (Internal power supply) for further information.
If the issue persists, please contact our HP Support team for Service Options
1) Click on this link - https://support.hp.com/us-en/contact-hp
2) Select your product type below.
3) Enter the serial of your device.
4) Select the country from the drop-down.
5) Select the chat or get phone number options based on your preferences.
6) Fill the web-form and proceed further.

After working with HP it was determined the mother board / control panel. Since this model is no longer made and me not having a spare one laying around. It was determined the cheapest route was to recycle it.
I was able to replace it with the new model for $89. With 3 year free replacement. Wasn’t cost worthy to fix a model not even being produced.

It seems like they make these low end printers to not last very long. Of course it depends on the user, but not being able to replace every part or have access to the schematic is disappointing. First line maintenance instructions is ok, but if your background gives you the understanding and knowledge on how to repair a printer, HP should make available the tech specs to repair it yourself. It does not have to be a step by step repair manual. Perhaps they do, I just can’t find it.

Reaching out again. Is their not a more technical manual regarding this particular model that HP offers to the public?
If you can build a computer, you should be able to build or repair a printer. Perhaps there are liability issues, I don’t know.
