I have a printer error which says "there is a problem with the printer. Turn off, then on". I do this at the hp logo comes up with the line above beeps twice brings up a blue screen with the code B3647562 and then return to the printer error code.

I'm afraid this could be a hardware issue with the printer. let us try these steps that may resolve this issue.
Reset the printer
-
Turn on the printer.
-
Wait until the printer is idle and silent before you continue.
-
Disconnect the USB cable from the rear of the printer. If your printer has a network or wireless connection, leave it connected.
-
Remove the ink cartridges from the printer.
-
With the printer turned on, disconnect the power cord from the rear of the printer and from the wall outlet or power strip.
-
Wait at least 60 seconds.
-
Plug the power cord back into the wall outlet.
-
NOTE: HP recommends connecting the printer power cord directly to a wall outlet.
-
Reconnect the power cord to the rear of the printer.
-
Turn on the printer, if it does not automatically turn on.
The printer might go through a warm-up period. The printer lights might flash, and the carriage might move.
-
Wait until the warm-up period finishes and your printer is idle and silent before you proceed.
-
Reinsert the ink cartridges, and then close the ink cartridge access door.
-
If you receive a prompt to print a calibration page, do so.
-
If you disconnected the USB cable, reconnect it to the rear of the printer.
-
Try to print.
Update the printer firmware (if able to bypass the error)

Perform the troubleshooting steps mentioned in this document to resolve a Carriage jam. If the issue persists, please contact our HP Support team for Service Options as it could be a possible hardware issue:
1) Click on this link - https://support.hp.com/us-en/contact-hp?openCLC=true
2) Select your product type below.
3) Enter the serial of your device.
4) Select the country from the drop-down.
5) Select the appropriate option based on your preference.
6) Fill the web-form and proceed further.

Since the printer is under warranty, please contact HP Support team who can assist you better regarding Hardware issues on the printer as mentioned in my previous post.
