I have come across this issue a couple of times and it can be either bad power supply or a bad formatter. Unfortunately, the diagnostics available on consumer level products is not very good and beyond trying different parts I have not come across a method to narrow it down further.

It really depends on parts availability. Some parts on consumer products are just not available, except as a used part. Actual installation is pretty straightforward.
