I have the following message. There is a problem with the printer or ink system. Turn printer off, then on. If problem persists, contact HP. I have done all of the above with no solution.

Thank you for posting your query, I will be glad to help you. 
It sounds like you're facing an issue with the ink system on your HP OfficeJet Pro 8600 printer. Since you've already tried turning it off and on without success, here are a few other steps you can try:
 

Check Ink Cartridges:

  • Remove the ink cartridges and make sure they are properly seated in their slots.
  • Check for any visible damage or ink leakage around the cartridges.
  • Clean the contacts (the small copper-colored areas) on the cartridges and inside the printer with a soft, lint-free cloth.

Reset the Printer:

  • Turn off the printer.
  • Disconnect the power cord from the back of the printer and unplug it from the wall.
  • Wait for about 60 seconds, then plug it back in and power it on.

Update Printer Firmware:

  • Go to HP support website, search for your printer model, and check if there are any firmware updates available. Updating the firmware can sometimes resolve ink system issues.

Check for Paper Jams:

  • Even a small piece of paper stuck inside can trigger error messages. Check for any paper jams inside the printer and remove them.

Perform an Ink System Diagnostic:

  • Open the HP Print and Scan Doctor software and run the "Ink System Diagnostic" tool, if available. This can help identify if the issue is specifically related to the ink system.

Check for Clogged Printhead:

  • Sometimes the printhead can become clogged. You can try cleaning the printhead using the printer’s built-in cleaning utility (accessible through the printer's menu or through HP’s software on your computer).

If the issue persists despite these steps, it could be a hardware problem with the ink system.
