I am having exactly the same problem that others have posted about.
After printing one of two pages, got a message about a paper jam. Well, I can't find a paper jam! After dismissing that message, I got this error message. Pressed power to shut down as instructed. The "shutting down" message just kept spinning and spinning - at least 10 minutes. So I unplugged it.

Continuing..
When I plugged it back in, got the paper jam message again, same steps, then the error message again.
Followed the instructions in another thread about full power down, did that.
Guess what? Paper Jam message again! I cant see one ! If there is a paper jam I have no idea how to find or fix it.
I'm on Windows 10, but dont know which of the versions listed.

Please follow the instructions in Steps 1 -3 in this Link: https://support.hp.com/in-en/document/c05079673 to check for paper jam and clean the rollers
Also perform a printer reset
(1) Turn the printer on, if it is not already on.
(2) Wait until the printer is idle and silent before you continue.
(3) With the printer turned on, disconnect the power cord from the rear of the printer.
(4) Unplug the power cord from the wall outlet.
(5) Wait at least 60 seconds.
(6) Plug the power cord back into the wall outlet.
NOTE: HP recommends connecting the printer power cord directly to the wall outlet.
(7) Reconnect the power cord to the rear of the printer.
(8) Turn on the printer, if it does not automatically turn on.
The printer might go through a warm-up period. The printer lights might flash, and the carriage might move.
Wait until the warm-up period finishes and your printer is idle and silent before you proceed
Then update the firmware from this Link: https://support.hp.com/us-en/drivers/selfservice/hp-officejet-pro-6970-all-in-one-printer-series/828...

Sorry, but all that is BS.
Finally got in a live chat. As soon as I said I had a phantom jam then this error code, he replied that it was a hardware error and my printer would be replaced.
The hardware problem is that the ink carriage gets stuck.
Got my replacement already.
I suggest anyone else with this problem skip all the aggravation and go directly to live chat.
You shouldn't be pretending that any of these steps solves the issue. Tell people right away they probably need a new printer.
